This was at the resumed hearing of the Adhoc Committee on Assessment and Status of All Recovered Loots Movable and Immovable Assets from 2002 to 2020 by Agencies of the Federal Government of Nigeria for Effective Efficient Management and Utilisation held on Wednesday.
When asked questions on the N19 billion withdrawn from the Economic and Financial Crimes Commission (EFCC) recovery account Idris tried to justify the withdrawals from the different recovery accounts by saying that the accounts were all linked by the Treasury Single Account even though they had not been appropriated or sent to the Consolidated Revenue Fund (CRF).
“Of what essence is appropriation if you can just dip your hands and take money from government accounts?” asked a member of the committee, Wole Oke.
The Finance Minister, Zainab Ahmed, on the other hand said to the Committee that it was unconstitutional to tamper with unappropriated funds and that she doesn’t know the current status of the £4.2m Ibori loot.
