According to the Academic Staff Union of Universities ASUU, the Federal Government FG is breaching an agreement in appointing Non-degree Holders into these Governing Councils. The agreement between the Federal Government and ASUU is that any person to be appointed into governing councils of any federal university must qualify as a member of congregation of that university, adding that he must be a holder of at least a first degree.
